Papers can be rejected or returned for revision to the authors at this stage without full formal review. Each manuscript qualified for further assessment is reviewed by at least two independent reviewers from outside the institutions in which the author is affiliated. One reviewer must be of another nationality than the author. Reviewers declare no conflict of interest with author. Review is provided as a filled form with a clear statement on acceptance or rejection. In the case of two very different opinions, the Editor-in-Chief may obtained a review from the third reviewer.
